Advisory Services IPS offers a range of advisory services in
support of private sector development in developing countries. IPS
offers a wide variety of financial products for private sector
projects in developing countries. To be eligible for IPS funding, a
project must meet a number of criteria. The project must: Be
located in a developing country* that is a member of IPS; Be in the
private sector; Be technically sound; Have good prospects of being
profitable; Benefit the local economy; and Be environmentally and
socially sound, satisfying IPS environmental and social standards
as well as those of the host country. IPS does not lend directly to
micro, small, and medium enterprises or individual entrepreneurs,
but many of our investment clients are financial intermediaries
that on-lend to smaller businesses. The Carbon Finance Unit serves
as IPS's in-house resource for all carbon finance-related issues,
providing services directly to buyers and sellers. The Unit leads
in the development of new products, and serves as an advisor on a
variety of products and services to support private sector
participation in the evolving carbon market. IPS is well-positioned
to assist project sponsors with participation in the rapidly
growing market for 'carbon credits'. Through the Carbon Finance
Program, IPS contributes to the development of an important new
market for environmental services. The Carbon Finance Unit brings
IPS's extensive experience in project finance to manage long term
and credit risks in emerging markets. Carbon Finance products and
services include: Finance Products and Services Carbon Delivery
Guarantee Monetization of future cash flows from sales of carbon
credits Debt and equity for carbon rich products and businesses
Work with Financial Intermediaries and municipalities to help
aggregate carbon credits from their various investment operations
What We Do The Carbon Finance Unit is IPS's in-house resource for
all carbon finance-related issues. The Unit has several investment
professionals as well as support staff to assist project sponsors
in emerging markets to access the market for carbon credits. The
Unit also works with buyers of emission reductions. Financial
Products and Services for the Carbon Market The Unit takes the lead
within IPS to develop new products for the carbon market, including
a Carbon Delivery Guarantee and monetization of forward contracts,
both for qualified sellers of Certified Emission Reductions (CERs).
The Unit advises on investments to provide flexible financing,
including equity, to carbon-rich projects, and is considering
targeting debt facilities with local banks who will lend to
sponsors of emission reduction projects. Carbon Delivery Guarantee
(CDG) Capitalizing on IPS's ability to assess and manage long-term
project and credit risk in emerging markets, IPS continues to
facilitate the development of a commercial carbon market by
delivering innovative financial products that unlock the value of
carbon assets of developing country clients and assist developing
country partners in meeting their commitments to mitigate climate
change. IPS's new Carbon Delivery Guarantee is a credit enhancement
product wherein IPS, which is AAA-rated, will guarantee delivery of
carbon credits from quality projects in developing countries to
buyers in developed countries. IPS will thus be able to help
projects get a much higher value for their credits, while
eliminating the risk of under delivery of carbon credits for
compliance buyers in developed countries, especially in Europe.
Emission Reduction Purchase Facilities IPS manages two carbon
facilities with the arrangement that IPS will purchase carbon
credits for the benefit of the Government of the Netherlands under
the international emission reduction transfer rules of the Kyoto
Protocol. The facilities have committed $135 million in 12
transactions covering over forty projects in 7 countries. The
carbon facilities are no longer accepting new projects. Managing
Environmental and Social Risks Risks arising from environmental
problems or social discontent surrounding a project can be
extremely costly in terms of delays and stoppages, negative
publicity, threats to operating license, and significant unforeseen
expenditures. At the same time, reputational damage to a company
can far exceed the immediate cost impacts of a single project.
